Force Play: Who is Out?


 
With no outs and a runner (R1) on 1st base, the batter hits low line drive towards the 2nd baseman. Even though the field umpire signals and verbalizes "no catch", R1 thinks it is a catch and returns to 1st base. The 2nd baseman throws over to 1st base where the 1st baseman catches the throw, tags the base with his foot (before the batter arrives) and then tags R1 with his glove (while R1 is standing on 1st base). How many are out?
 
Does it change the call if the 1st baseman first tags R1 (while R1 is on 1st base) and then touches the 1st base bag with his foot (before the batter arrives)?

An important part of this situation is to determine if a force-play situation exists. NF 8-2-8a describes this in detail.
 
On the first question, since the defense retired the batter-runner, the force is removed for the other runner. R1 is not at risk at being put out if he remains in contact with a base -- so, in this case, there is one out (the batter-runner) and R1 remains safe at 1st base.
 
On the second question, while the force is still in play, the only "safe" place for R1 is at 2nd base. Since R1 was tagged, he is out. The 1st baseman then tagged 1st base before the batter-runner arrived -- so, double play!
