Balk on Pick-Off at Third Base?


With a runner on third base (R3) and no outs, the defense is anticipating a bunt so the third baseman is playing well up into the infield and not holding R3 near the base. The right-handed pitcher sees R3’s big lead, so operating from the set position, the pitcher throws over to the third baseman. The third baseman is positioned far from R3, does not need to move his feet to catch the pick-off throw, and then makes no effort to attempt to tag R3 after he receives the pick-off throw from the pitcher.
 
The offensive coach wants a balk called since the third baseman was nowhere near R3, nor near the base and made no effort to retire R3 after the pickoff throw.
 
What does the umpire do now?
 
Bonus Question: Does the call change if the pitcher is on the rubber in the wind-up position (versus the set position above) when he initiates the pickoff throw to the third baseman?

In NF, some rules that limit the way a pitcher can attempt a pick-off at 1st base 
are different when the pickoff is to 2nd base or 3rd base.
 
In the situation below, when pitching from the set position, the pitcher is not required to throw directly to 3rd base nor is his teammate required to make an effort to retire R3.
 
However, in NF, the pitcher is not permitted to attempt a pick-off at third base directly from the windup position. If he does, it is a balk, NF 6-1-2.
