Batter Inducing Balk


 
With a runner on first base (R1), the pitcher starts his motion to pitch. The batter raises his hand and asks the plate umpire for "time". The plate umpire does not grant "time" since the pitcher had started his pitching motion. However, when the pitcher sees and hears the batter's request, the pitcher stops. The field umpire sees the "start and stop" by the pitcher -- so he calls a balk and directs R1 to second base. Any other actions needed by either umpire?

With runners on base, if the pitcher stops or hesitates in his delivery because the batter requests "time", it is not a balk. There is no penalty on either the pitcher or batter -- a rare "do over".

In the situation below, the field umpire incorrectly awarded R1 second base. R1 should be returned to first base and the batter should continue his at-bat with the same count.
