Hit Batter after Balk


 
With the bases loaded and a 0-2 count on the batter (B1), the pitcher balks, and throws a wild pitch that hits B1.
 
The offense coach wants the option of taking the play (B1 to first base on the HBP, all other runners advance one base, so R3 scores).
 
The defense coach wants only the balk penalty enforced (all runners advance one base, with R3 scoring, but B1 remains at bat with a 0-2 count).
 
What does the umpire do now?

In NF, a balk is an immediate dead ball (NF 5-1-1k) and runners are awarded one base (NF 8-3-1a)Coaches are not given the choice of the play or penalty.
 
In the play below, the ball is immediately dead when the pitcher balked. Each runner is awarded one base, with R3 scoring. The batter remains at-bat with a 0-2 count.
