Catcher's Interference on Suicide Squeeze?


 
With no outs and runners at second base (R2) and third base (R3), the suicide squeeze is on. On the pitch, R3 breaks for home, R2 stays at second base, and the left-handed batter (B1) squares to bunt. On the pitch, the catcher steps up onto home plate to catch the pitch, blocking B1's attempt to bunt.
 
The catcher catches the pitch and tags out the sliding R3. Does the umpire have actions regarding B1, R2, and R3?

When the catcher obstructs the batter, the offense has the option of taking the penalty or the results of the play. The penalty is that the batter is awarded first base. If there were runners stealing on the play, they are awarded the base that they were attempting to steal. In NF (and only NF), runners not attempting to steal must remain at their base, unless forced to advance. (NF 8-1-1e and 8-3-1c. Casebook 8.1.1L and 8.3.1B)
 
In the situation below, the batter is awarded first base and the runner that was attempting to steal home is awarded home and scores. In NF, the runner at second base that was not attempting to steal remains at second base.
