Base Coach Argument

With no outs and a runner on 1st base, the batter hits to the shortstop. The shortstop
flips to the 2nd baseman at second for one out but then the 2nd baseman throws the
ball out of play on the throw to first. The plate umpire then correctly calls "time" and the base umpire directs the batter-runner to 2nd base. The first base coach then jogs into the field of play and asks the base umpire "shouldn't the batter-runner be placed
on third?". The base umpire should (pick one or more):

a. Restrict the base coach to the dugout
b. Eject the base coach
c. Restrict the head coach to the dugout
d. Eject the head coach
e. Explain the base-runner award to the base coach.
f. Explain the base-runner award to the head coach.
g. Have the plate umpire explain the base-runner award to the base coach.
h. Have the plate umpire explain the base-runner award to the head coach.

Call
Since time was out and the base coach is asking a question related to a rules interpretation (versus questioning a judgement call), there is nothing in the NF rules to warrant an ejection or warning (NF 3-3-1(g) and 3-3-1 Penalty).  The base umpire should explain his placement of the runners to the base coach (answer "E" above).
