Runners Retouching after Foul Ball


 
Bases loaded, two outs, and a full count on the batter. The runners are moving on the pitch. The batter fouls the ball back behind the backstop. The runners return to retouch their bases, EXCEPT the runner at first base only returns to about 10 feet from first base, stops there, and the plate umpire puts the ball in play.
 
The defensive coach wants the runner at first base to be called out for not properly re-tagging after a foul ball. What is the call?

NF 8-2-2 indicates that the umpire should not put the ball back in play until the runner returns to the base. There is no penalty to the offense if the runner does not return and the umpire puts the ball back in play. A practical interpretation of this rule is that the runner should return "near enough" to the base so as not to give the runner an advantage when the ball is made live.
