Pick-Off With No One Covering


 
With a runner (R2) on second base, the pitcher comes to a legal set, but then attempts to pick off R2. As the pitcher starts to throw toward second base, he realizes that neither the shortstop nor the 2nd baseman is breaking to the second base bag to take the throw -- so he continues his pickoff motion and throws to the shortstop who is standing still about 30 feet from 2nd base.
 
The coach of the offense wants a balk called because the pick-off throw was not directly towards the base nor was the shortstop making any attempt to retire the runner.

The balk rule that the coach is referencing applies only to 1st base. As long as the throw was toward an occupied base (or a base where there is a chance to make a play), the throw from the pitcher is legal.
