End-of-Year Batting Out of Order Quiz!

 
Player #15 is at-bat. Early in the count, the plate umpire clearly hears the defensive coaches talking to each other about whether #15 is the proper batter. The plate umpire also has his doubts that #15 is the proper batter.
 
1. Should the plate umpire call "time" and address the issue?
 
2. What if neither the plate umpire nor the defensive coaches address this issue until the count is 3-2 on #15. At that point, the defensive coach asks for "time" and questions if #15 is the proper batter. It is determined that #30 should have been at-bat. What does the umpire do now?

A batting out of order infraction can be discovered by either team, but not the umpire. If the improper batter has not completed his time at-bat, the improper batter is replaced by the proper batter -- and the proper batter assumes the count. In the situation below, #15 is the improper batter and #30 is the proper batter. When the defense discovers #15 at-bat, #30 replaces him and assumes the 3-2 count.
