Game Situation: Passing Runners

With no outs, R1 is on first base and stealing on the pitch. The batter (B1) hits a high pop up to right field that should be easily caught by the right fielder -- so the first base coachis yelling for R1 to return to first base. R1 turns around and races back toward first base. The fly ball drops safely in front of the right fielder, so B1 races to first, makes a wide turn at first base, and momentarily passes a retreating R1. Both B1 and R1 retreat to first base and both are standing on the base when they are both tagged by the first baseman (R1 was tagged first and then B1). What is the call?

Call
A runner is out the moment he passes a preceding runner. NF 8-4-2m.

B1 was out as soon as he passed R1 -- so the force is removed on R1. R1 can return to first, if he likes. Since R1 was on first base when he was tagged, he is safe, while B1 remains out.
