Throwing to an Unoccupied Base?


 
With a runner (R2) on second base, the pitcher is in the set position. The pitcher legally and properly turns and throws directly to the shortstop. However, the shortstop was about 30 feet from second base, about 15 feet from R2, and the shortstop was making no effort to move toward R2 or toward 2nd base.
 
Is this a balk since the pitcher did not throw near the occupied base nor did the shortstop make any effort to retire R2?

In the play below, the pitcher's throw was directed closer to the occupied base (second base) than to any of the unoccupied bases. Unlike at first base, the defensive player need not be attempting to make a play on the runner. The play below is legal -- play on!
